<p>Will Environmental Protection Agency Administrator Lisa Jackson make a back door move to ban lead bullets the day before the November 2 elections?</p>
<p>Several environmentalist groups led by the Center for Biological Diversity (CBD) are petitioning the EPA to ban lead bullets and shot (as well as lead sinkers for fishing) under the Toxic Substances Control Act (TSCA). Although EPA is barred by statute from controlling ammunition, CBD is seeking to work farther back along the manufacturing chain and have EPA ban the use of lead in bullets and shot because non-lead alternatives are available. But here&#8217;s the catch: the alternatives to lead bullets are more expensive. A ban on the sale of lead ammunition would force hunters and sport shooters to buy non-lead ammunition that is often double the cost of traditional lead ammunition.  A box of deer hunting bullets in a popular caliber could be upwards of $55.</p>
<p>Although the EPA could have dismissed the request due to a lack of jurisdiction, it is obliging CBD. The EPA has asked for public comment on banning lead in ammunition, and an EPA notice was published seeking public comment that closes on October 31. Jackson would then make a decision to accept or reject the petition on November 1. You might say that even considering enacting what is effectively a new tax on hunters and gun owners&#8211;seemingly the only non-liberal group the Obama administration hasn&#8217;t yet intentionally provoked&#8211;is less-than-perfect timing for the already beleaguered  Democrats as the midterm elections approach.</p>
<p>The National Shooting Sports Foundation (NSSF), a trade association for the firearm and ammunition industry, has hit back against the petition sending Jackson a letter documenting why EPA has no jurisdiction and outlining the damage that banning lead ammunition would do to U.S. industry and jobs, conservation, and law enforcement. The NSSF estimates that more than 90 percent of hunters and sport shooters use traditional lead ammunition. If all hunters were forced to buy non-lead bullets that are made out of metals like tungsten, bismuth, and copper alloys, demand could easily begin to outstrip the supply and prices would go even higher.</p>
<p>Bill Clinton famously blamed the NRA and gun owners for sweeping Democrats from control of the House in 1994 after he pushed them to pass the Assault Weapons Ban. For Democrats, especially those in rural and conservative districts that are already facing voters’ wrath, gun control could once again be an issue that helps defeat them and swings control of the House and perhaps even the Senate to the GOP.</p>

<p><span style="color: #000000;"><strong><strong>It is our  pleasure to award the 2010 Salvatori Prize for American Citizenship to  the citizen-patriots of the Tea Party Movement.  Born in Italy, Henry  Salvatori founded the Western Geophysical Company, which he built into  one of the most successful enterprises in the world. He is best known as  one of the original members of Ronald Reagan&#8217;s &#8220;Kitchen Cabinet,&#8221;  having served him as a trusted advisor for over two decades. Less known  is Salvatori&#8217;s sustained patronage of academic institutions and programs  supporting the education of American youth and the strengthening of  American citizenship.</p>
<p>Henry Salvatori devoted his life to  strengthening the foundations of American liberty that each generation  of citizens must renew and fortify and which, to Ronald Reagan and  millions of Americans, make this nation a &#8220;shining City on a Hill.&#8221;</p>
<p>Through  the generosity of Mr. Salvatori, an endowment was created at The  Heritage Foundation to promote our nation&#8217;s common dedication to the  principles of the American Founding and encourage an enlightened  patriotism in the United States. The cornerstone of this endowment is an  annual prize of $25,000, to be given to an American citizen who upholds  these principles, embodies the virtues of character and mind that  animated America&#8217;s Founders, and exemplifies the spirit of independent  and entrepreneurial citizenship in the United States.</p>
<p>Previous  recipients of the Prize have included author David McCullough (2009),  Princeton University professor Robert P. George (2008), and the founders  of the Federalist Society for Law and Public Policy Studies (2007).</p>
<p>This  year, because of the significance of the Tea Party movement—bringing  America&#8217;s first principles to the fore of public debate, motivating  millions of their fellow Americans to get involved in the effort to  revive those principles, and reinvigorating the larger movement in the  United States to reorient American politics toward those principles—the  2010 Henry Salvatori Prize for American Citizenship has been awarded to  the Tea Party movement, and honors all those American citizens  nationwide who are newly committed to the renewal of American liberty.</p>
<p>Appropriate  for a spontaneous, nationwide movement, the Prize does not recognize  any one individual or group. Instead, the award will be used to deepen a  commitment to and advocacy of America&#8217;s first principles through the  popular distribution of pocket Constitutions and educational materials,  and by providing the First Principles Collection of monographs and books  to Tea Party leaders like you throughout the United States.</p>
<p>More  than ever, we must rediscover for ourselves and reteach our fellow  citizens the principles of liberty and constitutional government so that  we can get our nation back on track. We at The Heritage Foundation are  honored to be a part of this effort, having launched a nationwide First  Principles Initiative to reorient American politics to our founding  principles. We look forward to working with you in this, the common  cause of our beloved country.</p>
